EBS volumes are decoupled from EC2 instances to ensure availability of your data when there are issues with your instance. The storage used by most instances, and is the root volume for all current generation instance types, are EBS volumes. This is because these metrics refer to instance storage volumes, and would thus only be populated for instances which are configured to use instance store.
